Job Purpose

The Job Holder: Develop and implement IT governance & operation capabilities to secure efficiency and compliance to company policies

Key Accountabilities (1)

Develop and implement IT governance & operation capabilities, including some below areas but not limited to:
1.1. Financial Management: Consolidate, finalize, and track the IT budget & spending. Corporate with IT units, FIN for cost optimization program, procurement plan and execution
1.2. Performance measurement: 
- Work with IT units to establish IT KRA metrics. Track & provide periodically report and recommendation
- Work with IT units to develop and supervise the mechanism for assigning, recording tasks and evaluating the performance of employees... in the division to ensure adequate and quality resources are maintained.
1.3. Vendor management: Establish a mechanism to monitor, review, and manage the IT service provider's capacity, performance, T&C compliance. Be contact point to develop set of standards with vendor, e.g. IT contract, license agreement. Develop relationship & cooperation opportunity with IT strategic partners and potential partners
1.4. Change management: Implement IT change control process including planning for change, change impact analysis, change approval, change implementation and communication, and post change review & reporting
1.5. Communication and organizational culture: 
Develop and coordinate key communication and culture tasks of the Division, ensuring timely and complete communication to all members in the Division and build a strong culture within IT which is in alignment with the bank culture.

Key Accountabilities (2)

2.1 IT Operational Risk management
- Develop and build guidline of IT Operational Risk management that align with bank-wide policy and process of Risk management. 
- Manage and handle top IT Operational Risk at IT Division on-time. 
- Support for technological change and Perform periodic IT operational risk assessment at division.
- Communicate frequently if there is any update/change from bank-wide requirement.
2.2 IT Compliance management
- Develop and build guidline of IT compliance management at division level.
- Manage IT compliance in place and close action plan ontime.
- Conduct internal compliance assessment at IT division.
- Support external assessment programs such as assessment of Coporate Affair (CA)/ RMD (Risk Management Division)/ Internal Audit division/ External Auditor
2.3. IT Quality Management
- Develop and update process of Change Management process and relevant guideline(s).
- Review change request for compliance purpose and mitigate potential compliance risk (if any).
- Communicate to IT division if there is any change/requirement for change process.
- Perform compliance assessment for change process.

3. People management
-  Attract, onboard and retain the right talents for a high- performing team
-  Communicate team and individual KRAs/ KPIs, goals, action plan, expectations and results to team members
-  Manage team performance & provide feedback regularly (following the annual performance management cycle);
-  Enable team member’s professional and personal development through capability assessment, training, coaching & feedback, etc.
-  Motivate and recognize team members’ contributions towards the team’s shared goals
-  Responsible for developing talents within the team
-  Act as a role model and promote corporate culture at sub- function level
-  Understand & communicate relevant HR offerings to team members.

Success Profile - Qualification and Experiences

Qualification:
- University degree or higher, majoring in finance / economics / banking / business administration / human resources
- Language proficiency: English, Level 3 (TOEIC = 550) / or as regulated by TCB from time to time
Experience:
- Experience working in the field of information technology, especially in the banking sector in 6- 8 years
- 6+ years of experience in either resource management, finance, vendor management, operations or audit management
- 2+ years of experience in people management
- Experience in research and technology improvement is preferred.
