Senior Officer, Procurement Administration (Techcom Life)
Job Purpose
'The job holder responsible for:
Implement the procurement of goods and services for activities that meet company's requirements effectively, in accordance with the regulations and processes of the procurement of goods and services.
Key Accountabilities (1)
1. Strictly comply with the Bank's Labor Regulations.
2. Perform work in accordance with policies, regulations, procedures, internal guidelines... and service quality commitments (SLAs).
3. Make payments to suppliers:
- Receive documents, check contract terms and related documents to complete advance documents, pay suppliers and transfer to accounting department.
- Receive and respond to contract settlement payment information for suppliers
- Coordinating with the units to prepare expenditure estimates and payment plans monthly, quarterly and annually.
4. Receive the contract and related documents to continue monitoring the contract performance. Directly monitor compliance with the terms of the contract signed with the supplier.
Key Accountabilities (2)
5. Drafting, negotiating and signing economic contracts with suppliers.
6. Protecting with leaders of departments and leaders of related contract terms within the allowable limit as prescribed by the Bank from time to time.
7. Actively discuss with legal/accounting and relevant departments to sign contracts/payments with partners.
8. Management of Contracts for the purchase of goods and services - Centralized procurement for implementation - in a scientific and effective manner.
9. Support for department leaders in controlling records and documents related to their work.
10. Participating in controlling/developing internal work instructions and processes for related business areas in the department.
11. Participating in the planning and budgeting of the department in each period Fully completing the action plans, as well as the KPIs assigned by the departmental leaders.
12. Perform other related tasks at the request of the head of the department.

Success Profile - Qualification and Experiences
Education: Bachelor's degree or higher. Postgraduate degree preferred.
Experience: 5 years of management experience in a similar position

- Understanding procurement activities; Understanding regulations/processes related to procurement activitie
- Proficient in English communication skills (preference is given to candidates who hold an international English certificate)
