Job Purpose
Coordinate and represent Techcombank in data governance activities at the ecosystem level — where TCB collaborates with strategic partners (OM Group, MH Group). Ensure TCB complies with ecosystem-wide standards, translate ecosystem requirements into actionable items for internal teams, and advise on governance aspects of the federated data platform.
Key Accountabilities (1)
Analysis & Translation
- Analyze new standards/templates from the ecosystem (data contracts, DQ schemas, policy frameworks) → assess impact on TCB → translate into clear requirements for domain teams
- Track and report TCB's compliance progress against ecosystem requirements
- Maintain ecosystem governance compliance trackers and technical integration documentation
Key Accountabilities (2)
Coordination & Representation
- Together with the Lead, participate in Ecosystem Data & AI Governance Forums — prepare materials, capture decisions, follow up on action items
- Coordinate cross-team efforts (Privacy & Security, Metadata & Quality, AI Governance) when ecosystem initiatives require multi-team collaboration
- Prepare briefing documents and summaries when disagreements arise between entities in the ecosystem
Key Accountabilities (3)
Hands-on & Technical Exposure
- Advise from a governance perspective on: reviewing/validating data contracts (YAML/ODCS format), building and configuring the ecosystem data catalog (tagging, glossary mapping, lineage verification), drafting policy-as-code logic (OPA/SQL-based) for enforcement gates — working alongside data product owners and the platform engineering team
- Support the setup and verification of consent/metadata synchronization between TCB and the Federated Data Platform (FDP) — in collaboration with Privacy & Metadata teams
- Participate in entity-side UAT (User Acceptance Testing) for governance features on the Federated Data Platform when new releases are deployed
Success Profile - Qualification and Experiences
Experience
- 3–5 years in data governance, IT audit, data privacy, data analysis/translation, data management, or consulting (technology/data practice)
- Preference for experience in banking, fintech, or Big4 consulting
Must-have Skills
- Understanding of data governance concepts: data contracts, data catalog, data quality, data lineage, publishing layers
- Experience with data governance tools (OpenMetadata, Collibra) and data platforms (AWS, Databricks, Dremio...)
- Ability to read and interpret technical artifacts: YAML, SQL, API specs, data schemas
- Knowledge of relevant Vietnamese regulations (Personal Data Protection Law, AI Law, related Decrees and Circulars...)
- Structured documentation skills (reports, briefs, specs) — clear and effective
- Cross-team coordination
- Multi-level stakeholder management (internal + external partners)
- Strong English reading/writing (ecosystem documentation is in English)
Nice-to-have Skills
- Understanding of privacy/consent frameworks (PDPL, GDPR concepts...)
- Experience working in multi-entity/cross-company projects
- Understanding of AI governance, AI lifecycle, or AI risk management
