Airport Technology Sourcing and Purchasing Expert

Job Purpose

The job holder responsible for:

  • Supporting and carrying out the procurement of goods and services in an effective manner, fully aligned with Techcombank’s regulations, procedures, and requirements - with an expanded focus on technology procurement for airport operations, including AI camera systems, auto‑timelapse systems, baggage conveyor systems, security camera systems, access control systems, sensors, IoT devices, and related airport technology solutions.
  • Improving the operation quality of Centralized Procurement.
  • Enhancing interaction, coordination, and service support between Centralized Procurement and internal customers.

Key Accountabilities

1. Strictly comply with the Bank's Labor Regulations.

2. Perform work in accordance with policies, regulations, procedures, internal guidelines, and service quality commitments (SLAs).

3. Research, evaluate, and update the supplier list and market prices for all products and services used by the Bank, including technology equipment used in airport environments. Manage and report on supplier pricing and quality.

 a) Market research

  • Regularly update information and check the operating status of suppliers in the market.
  • Research and update new technologies and product offerings relevant to each purchasing category, including airport‑related technology such as AI cameras, automatic timelapse imaging systems, baggage conveyor components, security camera systems, and IoT devices.
  • Monitor and update pricing trends for goods and services within each purchasing specialty.
  • Communicate and meet with suppliers to gather information for Centralized Procurement.

b) Evaluate and advise on supplier selection

  • Visit and assess supplier facilities, working conditions, and legal status to make preliminary evaluations.
  • Consolidate and evaluate supplier capability based on Centralized Procurement scoring systems.
  • Build and maintain supplier lists for each purchasing segment, including airport technology vendors.
  • Advise the Senior Manager/Head of Procurement on supplier selection for bidding or competitive quotation processes.
  • Coordinate with the focal unit and the bidding/price evaluation team to build RFPs.

4. Carry out bidding procedures, price reviews, price negotiations, and other professional procurement activities.

5. Work with the Senior Manager/Head of Procurement to propose prices and suppliers within the Bank’s approved limits.

6. Coordinate with the Business Analysis team to provide analysis for the investment and procurement strategy of the responsible segment, including airport technology procurement needs.

7. Prepare reports on bidding results or negotiation outcomes for leaders and authorized approvers.

8. Monitor, track, and report progress of all assigned procurement tasks and take corrective measures to optimize performance.

9. Review and ensure that all activities within the responsible segment comply with internal policies, regulations, processes, guidelines, and committed service quality levels.

10. Support the Senior Manager/Head of Procurement in controlling records and documentation related to the responsible procurement segment.

11. Participate in building, reviewing, and improving internal guidelines and processes for related procurement areas.

12. Participate in departmental planning and budgeting. Fully complete action plans and KPIs assigned by the Senior Manager/Head of Procurement.

13. Perform other related tasks as requested by the Senior Manager/Head of Procurement.

Success Profile - Qualification and Experiences

Education: Bachelor's degree or higher. Postgraduate degree preferred .
Experience: 4 years of management experience in a similar position
English: TOEIC minimum 550 or equivalent
Other requirements: Understanding the TCB system; Understanding procurement activities; Understanding regulations/processes related to procurement activities
- Professional knowledge of products, information technology solutions, understanding of the process of product deployment, IT solutions
