Job Purpose

The Job Holder: 'Responsible for the management and development of human resources in the Technology Division

Key Accountabilities (1)

'1. Main tasks:
1.1. Resource management:
- Plan and forcast human resource needs to run the IT Division and execute porfilio of projects
- Manage and track the number of employees of the department. Implement/coordinate personnel transfer or support activities between units.
- The focal point to coordinate with the HR department to implement the recruitment program to meet the new staffing needs of the units in the division and other human resource programs according to the whole-row HR plan.
- Receive information on personnel changes (leaving, transferring, changing titles, onboarding) and working status (maternity leave, unpaid leave, ...) in the Division.
- Receive personnel recruitment requests, check and compare payroll for approval, confirm responses to the requesting unit, monitor recruitment progress/status
- Participate in the implementation of programs to ensure human resources such as rotation program, intern, seasonal employee.
1.2. Performance management and evaluation
- Participating in the development and supervision of the mechanism for assigning, recording and evaluating the performance of employees... in the division to ensure adequate and quality resources are maintained.
- Support the development and implementation, action plans of the block (including Action plan and KRA, KPI), monitor and promote the implementation of the unit's operation plan
- Synthesize, analyze and evaluate the operation status of units in the block and report periodically
1.3. HR cost management
- Consolidate and report HR costs including OPEX/CAPEX, overtime, annual training and development budgets of internal units.

2. Risk management and compliance
- Identify risks and coordinate with related units to propose methods to measure and minimize risks in operations
3. Other responsibilities
- Support the development and implementation of communication programs, organizational culture of the division
- Other tasks as assigned by the unit manager

Success Profile - Qualification and Experiences

Qualification:
- University degree with majors in training: economics, finance, banking, foreign trade, human resource management
- English proficiency requirement
Experience:
- Functional experiences and management experience (if any)
- 5 years experience
- Knowledge of human resource management
- Mastering the legal provisions related to HR Administration
